Essay: Balance of power system emerged in Europe

Following the Congress of Vienna, a balance of power system emerged in Europe to mark the end of hostilities triggered by the Napoleonic Wars. The Congress System was based on the doctrine of ‘balance of power’ in international relations. It kicked off in earnest occasioned with early successes. For instance, in 1822, the Congress of Verona issued France the mandate to intervene on behalf of Spanish loyalist during the Trienio Liberal. (Palmer et al, 2007 p 134)

The success of the Congress System did not last for long. The principle behind the formation of the Concert began to fade amid growing tensions and political rivalries between the nations. The hitherto spirit for integration faded paving way for mutual suspicion. This in turn undermined the success of the Congress System.
