Political realists observe that both the developing and developed states are in a perpetual strife to advance their national interests. Klare uses the analogy of the state of nature as postulated by Thomas Hobbes, Machiavelli and Charles Darwin where life is ‘short, brutal and nasty’ and the survival of species is by natural selection where only the fittest survive.

Through this comparison, Klare argues that in the international scene as well, the rule of nature applies – the ends justify the means. The ends in this context, refers to survival of the states by guaranteeing resource security and as such, this rationalizes all possible means to achieving that regardless of the outcome on others.
