People challenging the reform had argued that moving over to the ownership of land would strengthen Western capitalism and thus destabilize the party’s power, while people favoring the reform had affirmation that enhanced property rights could get better rural-urban income disparities, conciliate social strife, and stop the peasants from migrating to other cities.
