The hospitals that housed this program were required to meet certain criteria also. The hospital or health care system had to be able to provide in-patient services in the state of Texas and was not supposed to be owned, operated or maintained by the federal government or any agency that was of the federal government.

The hospital also had to have a current Texas state hospital license which was in good standing with the Hospital accreditation entity. The hospital was also required to have entered into a hospital-based nursing education partnership (2010, p.33).
