The ISO 9001:2000 Standard was designed to provide a single generic standard to all types of organisations and reduce the total number of standards applicable to quality management systems and provide a simple yet comprehensive structure of quality management for service oriented companies and small and medium enterprises (Mutafelija and Stromberg 2003). Although this standard was issued to reduce complications and enable companies and small enterprises to implement quality standards with ease but there are several obstacles in obtaining a certification of ISO 9001:2000. The most significant obstacle in obtaining certification to the standard for small and medium enterprises is high cost of implementing quality audit processes and documentation necessary to obtain a certificate.
According to Mehta (2004) the registration process for ISO 9001:2000 involves an increased amount of paperwork, is overbearing, entails a high cost and there are no guarantees that level of quality will improve. This entails that though the certification process is quite attractive but companies also face several obstacles. The workforce of the organisation will be overburdened in meeting the criteria for registration and the costs of implementation may exceed the eventual benefits derived from implementation.
