If the other alternative is used, that is to move these prisoners to countries other than the United States of America; there is still a substantial concern for the homeland security. For example, the security level in the countries where these criminals hail from is glaringly lower than in the technologically advanced USA. Another point that is of concern here is that these criminals would most likely be going to countries that share a feeling of hatred or at least immense dislike for Americans in general.

If they are sent to their home countries, it is very probable that they would be released or would manage to escape with some help from people who share their anti American sentiments. At least Guantanamo Bay is an island and if the prisoners do manage to escape from the prison, they would be surrounded by the oceans with no place to go but back to the prison. If shifted to US jails or jails within their own countries, there will always be a possibility that they manage to escape or be released due to some irrational decision in court or corruptness of some people.
