While in 1970, researchers were developing technologies which allowed for ad-hoc routing of data from the non-fixed location, throughout the 1980 these technologies for ad-hoc routing didn’t receive much attention. It was in the 1990s that the widespread development and use of wireless protocols brought life to these technologies, with special interest taken in mobile ad-hoc networking and vehicular ad-hoc networking. There was also significant work done at NASA. In 1998, Internet father Vint Cerf and a group of NASA Engineers began working on an architecture with which they could extend the Internet to cater application contexts for which delays and disruptions were significant factors. This was the beginning of Interplanetary Network (IPN).

With a growing number of mobile phone and increasing complexity of the IPN, the 2000s saw a rise in the academic conferences on delay and disruption tolerant networking which brought many optimizations to the classic ad-hoc and delay-tolerant networking algorithms. The IPN group also evolved into IPN special-interest group (IPNSIG). It developed an architecture of a large scale network and some of its related protocols. However, It was very difficult for IPNSIG to experiment what they had developed, particularly due to budget restraints. At the same time, researchers were an investigation how the concepts of IPN would apply to terrestrial applications. It was also easier for them to experiment with their developments. Further advancements in this field resulted in Internet Engineering Task Force (IETF) forming a new research group to examine the more general area of DTN, the DTN Research Group (DTNRG). The DTNRG’s work resulted in two experimental RFCs for Bundle and Licklider Transmission Protocols (Cerf et al, 2007).

In 2004, the United States Department of Defense, under Defense Advanced Research Projects Agency (DARPA), issued a call for proposal for further development of Delay Tolerant Network technology with features suitable to be adopted for military use (DARPA, 2004).  In 2008, NASA conducted a test of Interplanetary Network (IPN) on its EPOXI Satellite, when it received the photos of Martian moon captured by the satellite, through the DTN Bundle Protocol (Needleman, 2008).
